According to the legend, Priest Shoto worshipped Buddhist image of Senju-kannon (Goddess of Mercy) after he opened the mountainous area of Nikko, and succeeded to climb the Mt. Nantai. It meant that he awoke spiritually that mountainous area of Nikko was the same as Pure Land of Mercy Goddess.

Kannon Pure Land is believed that it is located on the southern ocean of Mt. Potalaka (Sanskrit). Potalaka became Fudaraku when it was written in Chinese character.

Fudaraku became Futara later. And Futara became Futa-ara. The Futa-ara has another way of pronunciation, which is Nikko, and better Chinese character was given. That pronounces Nikko also. Finally, the name of the mountainous area became today's Nikko.
